Requirements for Texas Firearms Dealers
Firearms dealers above a certain level must have a Federal Firearms License (FFL) (or sometimes a Federal Collector's License) to sell guns. Violations of the complex regulations under which Federally licensed dealers must operate can lead to a hearing seeking revocation of one's Federal Firearm's License, and sometimes the proceeding is used to build a federal criminal prosecution. These laws and regulations are administered by the Federal Bureau of Alcohol, Tobacco, Firearms and Explosives (ATFE). Once a dealer has the required license, a dealer must record each sale on federal form 4473. This identifies the weapon, documents the sale, and records the make, model and serial number of the gun. The government may punish violations of these record-keeping requirements with a fine, license revocation, and prison time.
